Minutes for May 13, 2025
The Ogden City Council met in Regular Session on Tuesday, May 13th, 2025, at 6:00 p.m. Mayor Mark Trueblood presided. Members present were Councilman Aaron Crane, Councilman Brian Reimers, Councilwoman Lori Anderson, Councilwoman Margaret Liston. Absent: David Ohlson. City staff were City Administrator Emily Clausen, City Clerk Allison Frazier, Police Chief Ethan Bailey, Fire Chief Rick Sturtz and City Attorney Lee Johnson. Additional attendees present were 6 guests.
Liston made a motion, Anderson seconded to approve the agenda.
Ayes: All Present, Motion Carried.
Department reports were presented. Chief Bailey had 88 calls for service and served the schools 59 hours and 39 minutes, in the month of April. He shared that the Active Shooter Incident Management class was fantastic for him and Assistant Chief Jones to implement their skills. Nuisance letters went out to property owners last week and follow-ups will be made if there is no progress. There will be two Poker Runs coming through town on the 17th and 31st.They will be meeting at The Lucky Pig and parking arrangements will be made.
Mayor Mark Trueblood asked if there were any questions or items to be removed from the Consent Agenda. Liston made a motion, Reimers seconded to approve the following items on the Consent Agenda: 1) Special meeting minutes of Tuesday, April 8th, regular meeting minutes of Tuesday, April 8th, 2025. and special meeting minutes of April 22nd, 2025. 2) Treasurers Report for April 2025. 3) Claims list from April 5th, 2025 through May 9th, 2025. 3) Approved Alcohol License for Ogden Men’s Club and Dollar General. Approved Tobacco permits for Casey’s, Fareway Stores Inc #229 and Dollar General. Approved building permit and setback variance for 620 W. Division for a new garage, building permit for 638 SW 4th for a 40×60 steel building, fence permits for chain link fences at 101 W. Vine St., 431 Peterson Dr. and 101 W. Sycamore. 5) Approved Resolution 202505-589 to approve wage adjustments for City Employees for FY 2025/2026. 6) Recognized Mike Ahrens for 34 years of service as a fireman and first responder. Approved Volunteer Fireman recommendation for Hayden Goeres.

Schlenker discussion of an alley was tabled until the June meeting.
Kris Blocker with Boone County Tourism presented the new Visit Boone County flyers, maps and coupon books. Boone County will be busy hosting the Firefighter convention, Super nationals, and RV TV all set for September. They will also be the host for the Pyrotechnics expo in August. She was busy today with the first ever DMACC Division 2 golf meet held in Boone at Cedar Pointe Golf Course. They are planning to add some new signage around the county and will place one in Ogden.
Motion by Reimers, seconded by Liston to approve an RFP for the downtown locations. Administrator will get this advertised.

Mayor Comments: Mayor Trueblood thanked Police Chief Bailey and the streets department for a good job with the recent street projects.
Councilmember Comments: Crane informed the Council that the Flags will be put out at the Cemetery for Memorial Day. He also will be following up with the Engineer for the Recreation area. Clausen will also be reaching out. Reimers will be present at the City Development meeting for the annexation. He would also like to see the council meetings to be streamed to the public soon. He will be asking The Legacy where they are on the City Website being updated and active. Anderson said the Rec Board meeting was productive and she was happy with the new parking ropes. She is compiling a list of grant sources and looking for more ideas to reach out to. Liston and Anderson have been working alongside Miranda Cook on the City Garden. Great Progress is being made. Liston would like to remind people that the intersection at Walnut and 1st is not a 4 way stop and to be cautious there. Clausen said the water is now turned on at the Cemetery and there hasn’t been any issues with a leak. Applications for the Rec Director position are open until May 23rd.
Public Comments: Jason Weber asked about the pothole at 1st and Veterans Street. Mayor Trueblood will see if it is a County or City issue. Zach McCloud is still interested in the downtown lots.
Motion by Crane, seconded by Liston to adjourn at 6:50 pm.
