Minutes for April 8, 2025

The Ogden City Council met in Regular Session on Tuesday, April 8th, 2025, at 6:00 p.m. Mayor Mark Trueblood presided. Members present were Councilman Aaron Crane, Councilman David Ohlson, Councilman Brian Reimers and Councilwoman Lori Anderson. Absent: Councilwoman Margaret Liston. City staff present were City Administrator Emily Clausen, City Clerk Allison Frazier, Police Chief Ethan Bailey and Street Superintendent Dan Buzzell. Additional attendees present were 16 guests.
Anderson made a motion, Ohlson seconded to approve the agenda.
Ayes: All Present, Motion Carried.
Department reports were presented. Chief Bailey had 102 calls for service and served the schools 35 hours and 45 minutes, in the month of March. He shared he has been following up on the dog barking issues. His department will be attending an active shooter incident management training. He also recently participated in annual defensive tactics training with the Boone County Sheriff’s Department. City Administrator Clausen noted the city hall office will be closed Thursday and Friday, April 10-11.
Mayor Mark Trueblood asked if there were any questions or items to be removed from the Consent Agenda. Ohlson made a motion, Crane seconded to approve the following items on the Consent Agenda: 1) Special meeting minutes of Tuesday, March 11th and regular meeting minutes of Tuesday, March 11th, 2025. 2) Treasurers Report for March 2025. 3) Claims list from March 8th, 2025 through April 4th, 2025. 3) Resolution No. 202504-588 approving the Comprehensive Solid Waste Management Plan Update 9.

Council set public hearing date and time for the budget adoption hearing for Tuesday, April 22nd, 2025 at 6:15 p.m.
Hans Boehm from Boehm Insurance Agency presented the annual insurance report. There were some items (Christmas décor, radar signs, Lincoln Prairie Park sign, city lots, old Howe school buildings) that need to be verified are included in the policies.
Mayor Trueblood closed the regular meeting at 6:15 p.m. to open the public hearing on a setback variance request for Jason Stauffer, 620 W. Division St.
Motion by Anderson, seconded by Reimers to approve the setback variance request for 1’ side yard and 16’ front yard for Jason Stauffer at 620 W. Division St.

Mayor Trueblood closed the public hearing and entered back into regular session at 6:18 p.m.
The City received three bids for street repairs: Grimes Asphalt $190,182.50, Manatts Inc. $194,097.50, InRoads Asphalt $209,750.00. Street Superintendent Buzzell stated people will need to be patient this summer while microsurfacing and road work is being done. There will be flaggers and some one-way traffic during repairs.
Motion by Crane, seconded by Reimers to approve the street repair bid from Grimes Asphalt at $190,182.50.

Shannon Safley updated the council on Fun Days’ plans. Fun Days will be held June 20-21 with the theme of Fun & Games (board game themed). They have some entertainment planned on Friday evening, along with the car show. The parade will again be on Saturday.
There has been interest from potential business owners for the downtown city lots. Council has been looking at how and at what price the lots should be marketed for. Brenda Dryer will put together a Request for Proposal for the lots. Council may have more information at the May meeting.
Strategic plan updates were provided to the council.
Councilmember Comments: Crane asked when the North First Street house will be demolished. Administrator to contact Miller on date. Ohlson asked again about jake brakes and enforcement. The city cannot enforce outside of the city limits and the county does not have an ordinance to enforce the use of jake brakes. Ohlson inquired about handicap push buttons for the community center. Administrator already has a quote of $10,000 for the one entrance. Reimers asked about starting a list of properties that need cleaned up. Reimers also asked about streaming meetings. Access will be in the office next week and can update Administrator on what equipment is needed. Administrator to contact Simmering-Cory again about updating city building codes. He asked about the car on the overpass, Chief Bailey stated he is working with the owner to get it moved. Anderson updated the council on the community garden. It will remain at the same location for this summer. Immanuel Lutheran Church is working on a grant to help with the fencing for the garden at its future location. Miranda Cook will be helping with the garden to help qualify for a scholarship. Anderson has been working on a list of potential donors for the recreation updates.
Public Comments: Jason Weber of Black Hills Energy wants to inform homeowners that may be installing generators to contact Black Hills Energy prior to installation. Janan Swanson asked about the recreation complex and the cost. Councilmembers Anderson and Crane explained we now have a masterplan that can be completed over a 10-year span or longer if needed. We have approved the first phase of the plan which includes upgrades to the current fields, parking and lighting. We are not increasing taxes or doing any bonding to fund these projects. We will be looking for grant monies, fundraising and using funds set aside for this. Administrator Clausen spoke about the fields and the number of children participating in various activities. These facilities are very much needed. Joyce Heibert has concerns about fire and EMS not being able to get to the other side of town if the tracks are blocked by trains. This has been a topic of discussion at many meetings. Unfortunately, we cannot maintain two facilities for those services. Ray Pairin thought the new park sounds fabulous. Although he has concerns about costs. He believes the city has infrastructure issues that should be dealt with such as new sidewalks, curb and gutter, sewer work. The council updated guests on what the city has spent the past few years on infrastructure and other projects. We allocate money annually on infrastructure needs. Darren Huntley inquired about participation in Lincoln Highway Days. Contact information was shared with Darren.
