Minutes for March 11, 2025
The Ogden City Council met in Regular Session on Tuesday, March 11th, 2025, at 6:00 p.m. Mayor Mark Trueblood presided. Members present were Councilman Aaron Crane, Councilman David Ohlson, Councilman Brian Reimers, Councilwoman Lori Anderson and Councilwoman Margaret Liston. City staff were City Administrator Emily Clausen, City Clerk Allison Frazier, Police Chief Ethan Bailey, Wastewater Superintendent Chad Thede and Librarian Lori Reutter. Additional attendees present were 7 guests.
Ohlson made a motion, Liston seconded to approve the agenda.
Ayes: All Present, Motion Carried.
Department reports were presented. Chief Bailey had 92 calls for service and served the schools 47 hours and 54 minutes, in the month of February. He shared there have been complaints about dog barking and is going to move forward on sharing the city code on social media, the radio, newspapers and even get the OHS Mass Media Club to help with a PSA. Wastewater superintendent Chad Thede said DNR reports were done and everything was fine. He updated the council on Andy Hudnell finishing his Grade 1 training and will be able to test next month. He is also going to start talks with contactors on Thursday for a future lining project. Librarian Lori Reutter shared the new updates for the kids corner thanks to the Lowrey grant. Tuesday, March 18th lunch and learn will be about Iowa’s bootlegging history and next month will be Connie Rudy and the History of Ogden’s downtown.
Mayor Mark Trueblood asked if there were any questions or items to be removed from the Consent Agenda. Anderson made a motion, Ohlson seconded to approve the following items on the Consent Agenda: 1) Regular meeting minutes of Tuesday, February 11th, 2025. 2) Treasurers Report for February 2025. 3) Claims list from February 11th, 2025 through March 7th, 2025.

Wastewater Superintendent Chad Thede spoke about sludge hauling. Three bids were received. Neese Inc. $.073, Behle Inc. $.079 and Hodges Farms and Dredging LLC $.15. Motion by Ohlson, seconded by Liston to approve the bid and award contract to Neese Inc.

Motion by Reimers, seconded by Crane to approve the estimate for the removal of the house, garage and footings at 225 N. 1st Street from Miller Industries.

Reminder: Special Property Tax Hearing set for April 8th, 2025, at 5:30 pm. Regular city council meeting following at 6 p.m. A special meeting on April 22nd, 2025 will be held for budget approval.
Steve Soupir of Fox Strand and Kevin Barber of 10Fold Architecture presented copies of the City Park Masterplan.
Motion by Anderson, seconded by Liston to approve Phase 1 of the city park masterplan.

Mayor Mark Trueblood thanked Dan Buzzell, Chad Thede and Andy Hudnell for the great job on the snow removal this year.
Brian Reimers would like to have Chief Bailey identify properties to be cleaned up for Spring. He also introduced Zach McCloud from Ogden Total Fitness. Zach is interested in working with the city to expand the business on the empty lots on Walnut Street. This will be added to the agenda for April 8th. Administrator to figure costs incurred for cleaning up the properties. Margaret Liston informed Lori Reutter that the bill HF284 could end federal funding to libraries and to reach out to State Representatives Green and Behn.
Jason Weber asked if there were any big projects set for spring that Black Hills should be aware of. He also questioned why the trains seem to be honking their horns more than usual. Vern and Deb Taylor commented they like the new plan for the recreation area. Librarian Lori Reutter thanked the sewer department for the drain repairs at the library.
Motion by Crane, seconded by Liston to adjourn at 6:48 pm.
