Minutes for February 11, 2025

The Ogden City Council met in Regular Session on Tuesday, February 11th, 2025 at 6:00 p.m. Mayor Mark Trueblood presided. Members present were Councilman Aaron Crane, Councilman David Ohlson, Councilman Brian Reimers, Councilwoman Lori Anderson and Councilwoman Margaret Liston. City staff were City Administrator Emily Clausen, City Clerk Allison Frazier, Fire Chief Rick Sturtz, Assistant Police Chief Tony Jones, Wastewater Manager Chad Thede, Librarian Lori Reutter and City Attorney Lee Johnson. Additional attendees present were 7 guests.
Liston made a motion, Anderson seconded to approve the agenda.
Ayes: All Present, Motion Carried.
Department reports were presented. Wastewater manager Chad Thede said DNR reports will be due by March 15th. City Administrator Emily Clausen reminded the council that City Hall will be closed Friday, February 14th.
Mayor Mark Trueblood asked if there were any questions or items to be removed from the Consent Agenda. Reimers made a motion, Ohlson seconded to approve the following items on the Consent Agenda: 1) Regular meeting minutes of Tuesday, January 14th, 2025 and special meeting minutes of Tuesday, January 28th, 2025. 2) Treasurers Report for January 2025. 3) Claims list from January 11th, 2025 through February 7th, 2025. 4) Tax Abatement approval for residential new construction for Tim Schlenker at 530 and 534 SW 5th St.
Ayes: All Present. Motion Carried.

Set public hearing date and time for Property Tax Hearing for April 8th, 2025, at 5:30 pm.
Wastewater Superintendent Chad Thede would like approval for the selling by bid of the 1979 Polar 9000-gallon tanker. It has not been used since 2019. Information on the sale will be advertised. Council agreed to sell the tanker.
Mayor Mark Trueblood closed the regular meeting at 6:15 pm to open the public hearing for a usage variance for 638 SW 4th Street.
Rick Lampe would like to see the city code updated for future building. Bernetta Cannon has concerns about semi traffic in the area and wear and tear on the city street. She wonders if the building will hinder future buyers from building homes in the area. The council agreed to looking into the code in the future. No other comments.
Mayor Mark Trueblood closed the public hearing and entered back into regular session at 6:24 p.m.
Motion by Reimers, second by Anderson to approve the usage variance for 638 SW 4th Street allowing Kevin Hicks to build a 40×60 shed on the property.

Fire Chief Rick Sturtz presented a proposal for the purchase of a new fire truck. It will take 24-26 months to be built and outfitted. The purchase has been approved by the Rural Fire Board. The new truck will cost $447,554.00. They will be able to sell the old truck when the time comes. Motion by Liston, second by Ohlson to approve purchasing one new all-poly series 2,000-gallon tanker-pumper and one new Freightliner M2-106 single axle, regular cab chassis.

Library Director Lori Reutter gave her annual report. Circulation is up. Attendance to programs is up 16%. eBooks and Audio books are up 54%. Upgrades to the children’s area, art/craft inventory, Lego space and Lego club will be happening in the future thanks in part to the Lowery Foundation donation. Hoopla will be available in the next couple of weeks.
Three bids were received for Glenwood Cemetery mowing. Motion by Liston, second by Anderson to approve the bid and award contract to Frazier Lawn Care.

There will be a strategic planning meeting held prior to our regular meeting on March 11th, 2025 at 5:00 p.m.
Councilmember comments: Margaret Liston said HammerTime Fitness is actively looking for a permanent location. Brian Reimers gave updates on Daisy Dairy progress. Site work to start in April. He updated council on the economic growth meeting. Lori Anderson updated council on the park committee meeting. There was discussion about Highway 30 and how the traffic will be routed during reconstruction.
Public comments: Dave Huntley stated the Veterans Memorial is coming along. He hopes to bring the display to the next meeting.
Motion by Anderson, second by Liston to adjourn at 6:58 pm.
