Minutes for December 10, 2024
The Ogden City Council met in Regular Session on Tuesday, December 10th, 2024, at 6:00 p.m. Mayor Mark Trueblood presided. Members present were Councilman Aaron Crane, Councilman David Ohlson, Councilman Brian Reimers and Councilwoman Lori Anderson. Absent: Councilwoman Margaret Liston. City staff present were City Administrator Emily Clausen, City Clerk Allison Frazier, Police Chief Ethan Bailey, Library Director Lori Reutter, Fire Chief Rick Sturtz and City Attorney Lee Johnson. Additional attendees present were 8 guests.
Anderson made a motion, Ohlson seconded to approve the agenda.
Ayes: All Present, Motion Carried.
Department reports were presented. Chief Bailey reported 87 total calls for service and that he spent about 27.5 hours between the schools for the month of November though that number is low due to the school being closed for the week of Thanksgiving. He is considering getting a handheld RADAR gun to assist with monitoring speeders in the city. The Police Department and Ogden EMS each received a generous donation of $500 from the Janice Anderson Memorial to help with the purchase. The cost for the unit is around $1500. Library Director Lori Reutter will be hiring two part-time employees soon. There is also a Santa letter box at the library where children can bring in letters and receive a letter back. There is also Lunch and Learn on December 17th from 12-1.
Mayor Mark Trueblood asked if there were any questions or items to be removed from the Consent Agenda. Ohlson made a motion, Anderson seconded to approve the following items on the Consent Agenda: 1) Regular meeting minutes of Tuesday, November 9th, 2024. 2). Claims list from November 9th through December 6th, 2024. 3) Approved a fence permit 308 SW 9th St. 4) Approved Urban Renewal Area report. 5) Resolution No. 202412-583- A Resolution to make interfund transfer of sums and record the same. Resolution No. 202412-584- A Resolution to designate parcel as city right of way. 6) FY24 Audit Report Houston &Seeman P.C.

Mayor Mark Trueblood closed the regular meeting at 6:20 p.m. to open the public hearing on the vacation of the north/south alley line between 401 and 413 E. Maple Street. No public comment.
Mayor Mark Trueblood closed the public hearing and entered back into regular session at 6:21 p.m.
Motion by Ohlson, second by Anderson to approve Resolution No. 202412-582 authorizing transfer of real estate of a portion of public right-of-way within the City of Ogden.
Ayes: Ohlson, Reimers, Anderson. Nays: Crane. Motion Carried.
Mayor Mark Trueblood closed the regular meeting at 6:30 p.m. to open the public hearing on the Usage Variance Request for Dryden Funk. No public comment.
Mayor Mark Trueblood closed the public hearing and entered back into regular session at 6:31 p.m.
Motion by Crane, second by Ohlson to approve the usage variance request for Dryden Funk to open a salon in her home at 513 W. Sycamore Street.

Mayor Trueblood stated the new Christmas lights look great and that he heard from the city of Colo that they really appreciate our old Christmas lights.
Councilmember comments: Anderson hopes the council will receive more information soon about the old Howe school property. Crane would like to see our meetings streamed soon for the public; Emily is working on getting that arranged. Ohlson would like to have a building inspector hired soon for all the new homes being built. Reimers inquired about the future of City website. He would also like the council to consider what they would like to do with the Walnut Street property now that it is all done.
Public comments: Jason Weber left information on energy assistance programs.
