Minutes for September 10, 2024
The Ogden City Council met in Regular Session on Tuesday, September 10th, 2024, at 6:00 p.m. Mayor Mark Trueblood presided. Members present were Councilman Aaron Crane, Councilman David Ohlson, Councilman Brian Reimers, Councilwoman Lori Anderson and Councilwoman Margaret Liston. Absent: None. City staff present were City Administrator Emily Clausen and City Attorney Lee Johnson. Additional attendees present were 3 guests.
Liston made a motion, Anderson seconded to approve the agenda.
Ayes: All Present, Motion Carried.
Department reports were presented.
Mayor Mark Trueblood asked if there were any questions or items to be removed from the Consent Agenda. Reimers made a motion, Liston seconded to approve the following items on the Consent Agenda: 1) Regular meeting minutes of Tuesday, August 13th, 2024. 2) Claims List from August 10th through September 6th, 2024. 3) Approved fence permit for a fence at 449 E. Walnut St. 4) Approved Garbage Collectors license for Walters Sanitary Service. 5) Approved alcohol permits for Fareway Stores, Inc. #229 and The Lucky Pig. 6) Approved the second reading and waived the third and final reading of the following ordinances: No. 274-Fiscal Mgt., No 275- Fire Officials, No. 276-Electronic Meetings, No. 277- Pedestrians’ ROW, No. 278-Bonds, No. 279-Sidewalk Liability, No. 280-Publication. 7) Approved Fox-Strand Task Order No. 7039.007.24-01 Ogden City Park Conceptual Plan.

Adam Good gave a renewal report update on health insurance. Rates have gone up considerably for this next year. The Council will wait until next year to see where rates fall to make any provider changes. Anderson made a motion, Liston seconded to remain with the current health plan.

Administrator Emily Clausen gave an update on the annual rural fire board meeting. The township trustees’ recommendation is to leave the millage rate as is at .505/1000. The fire board percentage remains at 67 percent as well. Ohlson made a motion, Liston seconded to approve the recommendation of the township trustees.

Mayor Trueblood asked when the downtown project will be finished. Reimers commented that Miller Industries plans to have everything done by the end of the week.
Councilmember comments: Crane asked about the water main stops on the downtown project. He will talk with Brandon Craighton. Ohlson commented about the farm trucks (semis) parking on city streets. The operators were notified that they cannot park on city streets. Reimers talked about annexation and where we are with signed petitions from property owners. We have received signed petitions from the majority of landowners. Administrator Clausen will contact Dorsey and Whitney to proceed. Anderson updated council on the Lincoln Prairie Park project. Her grant request from the Good Trust was partially approved. Liston commented the vegetable stand has been very busy.
Motion by Liston, second by Anderson to adjourn at 6:55 p.m.
