Minutes for August 13, 2024
The Ogden City Council met in Regular Session on Tuesday, August 13th, 2024, at 6:00 p.m. Mayor Mark Trueblood presided. Members present were Councilman Aaron Crane, Councilman David Ohlson, Councilman Brian Reimers, and Councilwoman Lori Anderson. Absent: Councilwoman Margaret Liston. City staff present were City Administrator Emily Clausen, City Clerk Allison Frazier, Police Chief Ethan Bailey, Sewer Superintendent Chad Thede and City Attorney Lee Johnson. Additional attendees present were 4 guests.
Reimers made a motion, Ohlson seconded to approve the agenda.
Ayes: All Present, Motion Carried.
Department reports were presented. Chief Bailey gave his monthly report. There were 97 calls for service in July 2024. This past July 4th was quiet with only 4 complaints about fireworks. Chief Bailey purchased a chip reader for lost animals in town. Councilwoman Anderson had cat at her home and the chip reader was helpful in finding the owner. The radar detected speed limit signs have been installed at 500 block of S. 1st and 900 block of N.1st. It seems they have already made a difference. With school starting soon, Chief Bailey will be meeting with OHS for a safe Homecoming this year. Water’s Edge will be having a dance party on Sept. 6th. The road would be closed from 6-8:30 p.m.
Mayor Mark Trueblood asked if there were any questions or items to be removed from the Consent Agenda. Anderson made a motion, Ohlson seconded to approve the following items on the Consent Agenda: 1) Regular meeting minutes of Tuesday, July 9th, 2024, and joint meeting minutes of Monday, July 22nd, 2024. 2) Claims List from July 6th through August 9th, 2024. 3) Approved building permits for a fence at 310 NE 4th St. and a garage at 220 W. Cherry St. 4) Approved Garbage Collectors license for the Garbage Guys. 5) Approved the first reading of the following ordinances: No. 274-Fiscal Mgt., No 275- Fire Officials, No. 276-Electronic Meetings, No.277- Pedestrians’ ROW, No. 278-Bonds, No. 279-Sidewalk Liability, No. 280-Publication. 6) Approved Debt Obligations Report. 7) Fox-Strand Order No. 7039.009.24-02 to approve NPDES permit renewal and Fox-Strand Task Order No. 7039.008.24-03 To Owner.

Reimers made a motion, Ohlson seconded to approve the purchase of Parcel C on East Division from Stephen and Robert Keiffer.

Anderson made a motion, Ohlson seconded to approve the estimate to replace the Ogden sign on Highway 30 from Eagle Sign Co.

The council approved moving forward with vacating the alley at E. Maple.
Mayor Trueblood thanked all involved, OMU employees, Dan, Chad and Ethan, with installing the new radar signs.
Councilmember comments: Reimers stated that the building demolition on Walnut Street is getting close to completion. He and councilman Ohlson wanted to address the nuisance properties in town and asked to have letters sent to property owners. Reimers wanted to make sure that all the warning sirens in town were working properly. The one near the old Howe school property is waiting for parts and will be fixed as soon as they come in. Anderson has submitted a grant request for the Questers that includes the sign at Lincoln Prairie Park, guard rails, painting the gazebo, plants and two adult swings.
Public comments: Jason Weber shared his concern again about the speed of traffic coming into town on P70 and having 4-way stops signs out all year round instead of just when school is in session. Chief Bailey doesn’t feel it justifiable. He noted his concerns about the wood piled in the alley near the new Habitat house. Black Hills will need to be using the alley for utility services.
Motion by Anderson, second by Reimers to adjourn at 7:15 p.m.
