Minutes for June 11, 2024
The Ogden City Council met in Regular Session on Tuesday, June 11th, 2024, at 6:00 p.m. Mayor Mark Trueblood presided. Members present were Councilman Aaron Crane, Councilman David Ohlson, Councilwoman Lori Anderson and Councilwoman Margaret Liston. City staff present were City Administrator Emily Clausen, City Clerk Allison Frazier, Librarian Lori Reutter and City Attorney Lee Johnson. Absent: Councilman Brian Reimers and Police Chief Bailey. Additional attendees present were 5 guests.
Anderson made a motion, Liston seconded to approve the agenda. Ayes: All Present, Motion Carried.
Department reports were presented. Chief Bailey provided his monthly report. There were 107 total calls for service in May. He will be in talks with Ogden Superintendent Heyer, City Administrator Emily Clausen, and the School Board in regards of the 28E agreement for the making of his role as part time School Resource Officer. The department will also be looking into funding and/or grant opportunities for radar speed signs for the city. Lori Reutter with the Ogden Library had an update about the summer reading program. There are about 134 kids who signed up. She also wanted to express her gratitude for the Southside 4H club that lent a hand in the landscape project at the library. They might be adding a pollinator garden in the future.
Mayor Mark Trueblood asked if there were any questions or items to be removed from the Consent Agenda. Liston made a motion, Ohlson seconded to approve the following items on the Consent Agenda: 1) Regular meeting minutes of Tuesday, May 14th, 2024. 2) Claims List from May 11th through June 7th, 2024. 3) Approved fence permit for a chain link fence at 325 SW 4th St., building permit for a 24×24 garage at 226 E. Mulberry St. 4) Approved cigarette permit for Dollar General #19567. 5) Approved Resolution No. 202406-578 – A resolution to approve special assessments to responsible property owners. 6) Approved residential new construction tax abatement application for Vernon Taylor at 214 SE 4th St. Approved residential rehab tax abatement application for Derek Carlson at 307 E. Division St. 7) Approved 28E agreement for School Resource Officer Program between Ogden Community School District and City of Ogden. Ayes: All Present. Motion Carried.

Mayor Trueblood would like to have Chief Bailey continue to see what can be done about the speed signs for town, he is concerned about the heavy traffic through town.
Councilmember comments: Lori Anderson asked to have more mulch added to the Lincoln Prairie Park due to the heavy rain washing it into the grass. Dave Ohlson expressed concern over the jake brake noise coming from highway 30 in the early morning hours. Margaret Liston is no longer going to be able to have the city garden at the LGCC as planned, it will continue where it is. A possible spot for next year could be at Howe. Emily Clausen let the council know she will be meeting with an engineer on July 11th for the recreation area at the old Howe property. Clausen also asked for RSVPs for the Boone County League of Cities meeting for June 26th and volunteers to help with clean up days June 17-21. She also shared her discussion with Brett Mount. He is certified to do home inspections. We will see how things go with Safe Building.
Public comments: Jason Weber expressed concern over out-of-town contractors not properly using 811 services. Would like there to be permits in place for concrete work/replacement. He would also like to see 4-way stops on Walnut Street. Sherriff Andy Godzicki wanted to address any concerns the public and council had. He took note of the issues of speeding on 1st street and Walnut Street and said he would pass it along to his deputies. He informed the council of the Communication tower project, K9 programs, Search and Rescue, and the Air Trailer they provide to help the fire departments fill their air tanks. Dave Huntley would like extra patrol over the 4th of July holiday to crack down on fireworks. He would like to remind the citizens of Ogden they are not allowed in the city limits. It was suggested to add it to the paper and maybe even the marquee at the McGraw Center.
