Minutes for October 10, 2023
The Ogden City Council met in Regular Session on Tuesday, October 10, 2023, at 6:00 p.m. Mayor Mark Trueblood presided. Members present were Councilman Jason Weber, Councilman David Ohlson, Councilman Brian Reimers, Councilwoman Lori Anderson (arrived at 6:03 p.m.) and Councilwoman Margaret Liston. City staff present were City Administrator Emily Clausen, City Clerk Melanie Olesen, Wastewater Superintendent Chad Thede, Street Superintendent Dan Buzzell, Police Chief Ethan Bailey, Library Director Lori Reutter and City Attorney Lee Johnson. Absent: None. Additional attendees present were 7 guests.
Reimers made a motion, Ohlson seconded to approve the agenda as presented.

Department reports were presented. Library Director Lori Reutter gave an update on the library activities. The library had 2 successful author visits in September. She will be attending the ILA Conference this week and is looking forward to it. The library board also received the resignation of Bob Kieffer due to health reasons so they will be looking for a replacement to serve the remainder of his term. Police Chief Ethan Bailey provided his monthly report written to the council and had no additions. Wastewater Superintendent Chad Thede stated that they will be doing smoke testing October 24-25, 2023 and it will be explained in more detail later in the agenda. Street Superintendent Dan Buzzell informed the Council that the solar lights for the stop signs and cross traffic signs at the 1St Street & Walnut Street intersections have finally been delivered. He is working with OMU to get them installed and they should hopefully be in operation soon. He also reported that he had his rear edger for the dump truck out and had some issues with it that needed to be repaired. He has had the necessary repairs made and will be back out edging again in the near future. City Administrator Emily Clausen noted that her daughter had taken out papers to run for city council in the upcoming election and has since withdrawn from the race. Emily stated that she checked with the council and the county and there were no issues with her daughter running. It was later determined that due to the employee handbook wording, she wasn’t eligible to run. Emily stated that due to the timing, her name will still be on the ballot, but should she win, she won’t accept the appointment. Emily will be attending a TIFF workshop in Carroll on October 16, 2023. Emily has had contractors in to obtain estimates for new front door for City Hall as well as cost estimates to remodel the bathrooms at the Leonard Good Community Center, and to replace the current commercial stove in the upper level of the LGCC. We have been approved to receive ARPA Funds from Boone County ($15,000.00) and these funds will be used towards the purchase of the new City Hall front door, stove at LGCC, and globes for lights at the park. Emily has worked with Fire Chief Sturtz to submit a grant to the L.A. Good Trust to purchase a new piece of equipment for the Fire Department.
Mayor Mark Trueblood asked if there were any questions or items to be removed from the Consent Agenda. Anderson made a motion, Liston seconded to approve the following items on the Consent Agenda: 1) Regular meeting minutes of Tuesday, September 12, 2023. 2) Treasurer’s Report for September 2023. 3) Claims List from September 9th, 2023, through October 6th, 2023. 4) Alcohol permit for Casey’s General Store. 5) Building permits for a fence at 413 E. Mulberry Street, a fence at 332 S. 1st Street, and a fence at 219 W Sycamore Street. 6) Resolution No. 202310-566 – “A Resolution to approve the 2022-2023 Street Finance Report”. 7) Resolution No. 202310-567 – “A Resolution to approve the 2022-2023 Annual Finance Report”. 8) Resolution No. 202310-568 – “A Resolution declaring two parcels of city property as city right of way.” 9) FY23 Audit Report from Houston & Seeman. 10) Approve Volunteer First Responder recommendation – Lori Good.

Motion by Reimers, seconded by Weber to approve the second and waive the third reading of Ordinance No. 272 amending the Code of Ordinances of the City of Ogden, Iowa, by amending provisions pertaining to liquor licenses and cigarette and tobacco permits.

Alley @ 425 SW 5th Street was tabled until the November meeting.
Wastewater Superintendent Chad Thede spoke to the council about smoke testing to be conducted on October 24th and 25th 2023. Motion by Liston, seconded by Anderson to approve recommendation of FOX Strand to accept the bid from Accujet to perform Smoke Testing.

Mayor Mark Trueblood noted that Trick or Treating (Beggar’s Night) will be October 31, 2023, from 5:00 pm – 7:00 pm.
Councilmember comments: Dave Ohlson wanted to bring to the Street Superintendent’s attention that there were several barricades at dead ends near the RR-Xing’s that were in need of repair/replacement. Brian Reimers mentioned a dead tree in the Union Pacific right of way behind the McGraw Center that was in desperate need of being taken down. He asked for Dave Huntley’s guidance/assistance in contacting someone at the UP that would assist in the matter. Reimers asked for the council’s feelings on Kading Properties developing the land currently owned by DWJ (south of the residence in the 200 block of W. Division) as they would be interested in putting something together to present to the council should there be interest. They do not want to put forth the expense to plan if the council holds no interest. Reimers encouraged the council to brainstorm ideas on how to be creative at budget time to include funding for new housing developments. He also explained annexation stating that the City is not taking any land away from owners but instead expanding the boundaries of the city limits. Lori Anderson reported on the progress of the clean up of flower beds at Lincoln Prarie Park. Margaret Liston extended an invitation to the rest of the council to the Boone Economic Growth annual meeting on November 7, 2023.
Public comment – Joyce Hiebert inquired as to any status update in regard to the Soyland Homes construction. The council doesn’t have an update on the construction process for her. Sheriff Andy Godzicki provided updates regarding staffing of the Sheriff’s Office, current jail upgrade project status, and asked council for any concerns or issues they may have. Margaret Liston advised him that she feels there may be times that the deputies are driving at an excessive speed in town when responding to calls. Sheriff Godzicki stated he will definitely discuss this concern with the deputies.
