Minutes for August 8, 2023
The Ogden City Council met in Regular Session on Tuesday, August 8th, 2023, at 6:00 p.m. Mayor Mark Trueblood presided. Members present were Councilman Jason Weber, Councilman David Ohlson, Councilman Brian Reimers, Councilwoman Lori Anderson and Councilwoman Margaret Liston. City staff present were City Clerk Melanie Olesen, Street Superintendent Dan Buzzell, Police Chief Ethan Bailey, and City Attorney Lee Johnson. Absent: City Administrator Emily Clausen, Sewer Superintendent Chad Thede and Library Director Lori Reutter. Additional attendees present were 3 guests.
Anderson made a motion, Liston seconded to approve the agenda as presented.

Department reports were presented. Street Superintendent Dan Buzzell reported that he is addressing 11 different areas on streets around town that have significant humps in the road. He is working with Buxton Concrete and has received an estimate to repair these at a cost of $50,000.00-$60,000.00. This was not an expense that was budgeted for, but the funds are available through RUT fund. Work will begin soon as the plans are to have some of it completed prior to the start of the school year. He also reported that he purchased a rear edging attachment for the dump truck, and it was picked up today. This was budgeted expense. Police Chief Ethan Bailey added to his written report that he has spent a significant amount of time since concerns were raised at the last council meeting regarding the intersection of 1st Street and Walnut Street. He has monitored traffic for countless hours there and concluded that the issue isn’t necessarily the stop sign, but rather the sign below the stop sign that states “Cross Traffic Does Not Stop” and the fact that people do not acknowledge that sign. Street Superintendent Dan Buzzell stated that there is a flashing light above one of the stop signs that is not functioning. The state no longer carries this type of warning signal, so he is working on finding a replacement. He also stated that he has checked into lighted signs to bring attention to the “Cross Traffic Does Not Stop” signs. Chief Bailey was asked if he felt making that intersection a 4-Way stop would help with the issue and he believed it would cause more problems/accidents than it would prevent.
Mayor Mark Trueblood asked if there were any questions or items to be removed from the Consent Agenda. Reimers made a motion, Weber seconded to approve the following items on the Consent Agenda: 1) Regular meeting minutes of Tuesday, July 11th, 2023. 2) Treasurer’s Report for July 2023. 3) Claims List from July 8, 2023 through August 4th, 2023. 4) Building permits for a privacy fence at 301 E. Maple Street, a 10×20 lean-to addition to a garage at 237 SW 8th Street, and a new construction home at 214 SE 4th Street. 5) Garbage Collector’s License for Garbage Guys Cambridge, IA. 6) Approve Debt Obligations report as presented. Motion by Ohlson, seconded by Weber to approve the second reading and waive the third and final reading of Ordinance No. 271 – An Ordinance amending the Code of Ordinances of the City of Ogden, Iowa, by amending provisions pertaining to Councilmember compensation.

Motion by Reimers, seconded by Ohlson to approve the Personnel Committee Recommendation to hire Jesse Rothweiler-Foster as Recreation Director.
Ayes: All Present, Motion Carried.
Brian Reimers explained the need for the annexation of property into the city limits and the importance of this to possible new housing development(s). Possible areas of annexation would be the property west of the Ogden Middle/High School to Lincoln Prairie Park and around to the city maintenance shed and sewer plant as well as area east of Accura. A study from FOX-Strand would develop a concept plan for parcels in regard to housing as well. Motion by Liston, seconded by Anderson to move forward with the next step on Annexation and the study by FOX-Strand.

No Mayor comments.
Councilmember comments: Jason Weber would like to see a stronger focus put on junk that is sat out to the curb including a time limit set on how long the property owner would have to get rid of it. He has seen numerous properties that have furniture and appliances setting out at the curb for months. Brian Reimers pointed out that in the August CityScape publication from the Iowa League of Cities, there is an in-depth article in regards the impact of House File 718 on City Property Taxes. He felt this was important for all Councilmembers to read. Brian Reimers also discussed review of the strategic plan. He has formed committees to ensure the council is working on items within the plan. Brenda Dryer would like to meet at 5:00 pm on Tuesday September 12th to discuss progress updates with the strategic plan as well as present on it during the regular meeting at 6:00 pm on Tuesday September 12th.
Public comments – JaNan Swanson offered to donate a new outdoor drinking fountain to the City of Ogden for use at the recreation areas. Street Superintendent Dan Buzzell will arrange a time to go inspect it to ensure it will work for our area.
