Minutes for June 13, 2023
The Ogden City Council met in Regular Session on Tuesday, June 13th, 2023, at 6:00 p.m. Mayor Mark Trueblood presided. Members present were Councilman Jason Weber, Councilman David Ohlson, Councilwoman Lori Anderson and Councilwoman Margaret Liston. City staff present were City Administrator Emily Clausen, City Clerk Melanie Olesen, Street Superintendent Dan Buzzell, Officer Tony Jones and City Attorney Lee Johnson. Absent: Councilman Brian Reimers. Additional attendees present were Jim Turbes and 5 guests.
Liston made a motion, Weber seconded to approve the agenda as presented.

Department reports were presented. Library Director Lori Reutter reported the Summer Reading Program is off to a great start. Street Superintendent Dan Buzzell commented that there have been several issues with the road repairs going on now. Individuals are ignoring the road closed signs and driving over fresh asphalt. The asphalt company has created some issues as well.
Mayor Mark Trueblood asked if there were any questions or items to be removed from the Consent Agenda. Anderson made a motion, Liston seconded to approve the following items on the Consent Agenda: 1) Regular meeting minutes of Tuesday, May 9th, 2023. 2) Treasurer’s Report for May 2023. 3) Claims List from May 6th, 2023 through June 9th, 2023. 4) Building permits for new construction homes at 205 NE 4th and 217 NE 4th Street, a 20×25 addition to a home at 619 NW 5th St., a garage at 202 SW 8th St. and fence permits for 208 SW 4th St., 101 E. Elm St., 319 E. Maple St. and 207 W. Sycamore St. 5) Approve Joint Public Service Agreement with Sheriff’s Department. 6) Approve Boone Area Humane Society annual contract.

Erich Kretzinger was pleased to announce that the City of Ogden will be awarded $15,000 in grant funds to be used toward improvement to city parks, city hall or other public buildings. The source of funds is the American Rescue Plan Act. He provided an application and explained how this will be handled.
Sheriff Andrew Godzicki spoke about the 28E agreement and asked for feedback on performance. It was noted that we see a better presence with the new schedule. The sheriff also updated the council on changes happening within his department. Updates are being done with search and rescue equipment, Boone County’s Most Wanted is up and running, office hours have changed, the new SEARS radios for schools is almost complete, they have ordered a couple new vehicles and more.
Motion by Anderson, seconded by Liston to approve the first reading of Ordinance No. 270 – An Ordinance amending the Code of Ordinances of the City of Ogden, Iowa, by amending provisions pertaining to Natural Gas Franchise.

Keith Berg thanked the council for their work getting the new Fareway Store in Ogden. Because of the new store he has made the decision to remodel his office buildings. He provided the council with his plans for the front of the buildings and asked for permission to build a ramp for handicap accessibility that extends onto the sidewalk. After discussion and seeing the plans Weber made a motion, seconded by Ohlson to approve the plan for the ramp that extends three feet out on the sidewalk for handicap accessibility.

Boone County Probation representative Diane Hinderaker gave an update on Boone County Probation services. They are a nonprofit agency that provides many services to people in a difficult spot in their lives to get back on track and comply with standards set forth by the court system.
There was some discussion on possible needs for adding electrical and plumbing codes to the city code. The utility committee will meet to look at options and provide a recommendation to the council.
Mayor Trueblood commented on the issue with individuals not complying with the road closed barricades. Tickets can be issued for failure to comply.
Councilmember comments: Jason Weber would like the council and public to know that if you are planning to have a natural gas generator there are extra costs to customers to provide the correct loads for them. Lori Anderson noted the Questers have done some work at Lincoln Prairie Park and will continue to add more plants to the gazebo area. They received a grant and want to put up some signage as well. Margaret Liston stated the garden is going well and they have already harvested some vegetables. She asked about the Boone County League of Cities and wondered if there was still any interest in it. The railroad will be reimbursing the city for damage on Seventh Street.
Public comments – Dan Buzzell voiced his concerns about individuals continuing to allow their dogs to run loose. Sheriff Godzicki suggested to call dispatch and make those reports when those situations happen so that they can keep track of them. You can be ticketed for allowing dogs to run at large.
Motion by Liston, seconded by Weber to adjourn at 7:25 p.m.
