Lucas Young and Andrew Collins from Mid Iowa Planning Alliance (MIPA) gave a presentation to the council on the results of the Ogden Housing Study at 5:30 p.m. on Tuesday, March 7th, 2023 at city hall. Members present were Mayor Mark Trueblood, Councilman Jason Weber, Councilwoman Lori Anderson, Councilman Brian Reimers, and Councilwoman Margaret Liston and 9 guests. Some key take aways from the housing survey:
Ogden needs housing units in a variety of types, sizes and price points.
Looking at expected population growth Ogden needs to add 122 units by 2030 and an additional 33 units by 2040.
The vacancy rate among owner-occupied units is nearly zero.
Nearly 40% of renters in Ogden are cost burdened.
More than 80% of survey respondents indicated that they knew of someone or had experienced difficulty themselves finding suitable housing in Ogden.
More than 60% of survey respondents indicated they knew someone who had to relocate or select a housing option outside of Ogden because their preferred housing option was not available in town.
70% of survey respondents indicated that if they were to move today, Ogden does not have the type of housing available to fit their needs.
Efforts of community leaders have had positive impacts on the community and are supported by residents.
The Ogden City Council met in Regular Session on Tuesday, March 7th, 2023, at 6:00 p.m. Mayor Mark Trueblood presided. Members present were Councilman Jason Weber, Councilman David Ohlson, Councilman Brian Reimers, Councilwoman Lori Anderson and Councilwoman Margaret Liston. City staff present were City Administrator Emily Clausen, City Clerk Melanie Olesen, Police Chief Ethan Bailey, Library Director Lori Reutter and City Attorney Lee Johnson. Absent: None. Additional attendees present were Jim Turbes and 8 guests.
Weber made a motion, Anderson seconded to approve the agenda as presented.

Department reports were presented. Everything is running well at the library. Two events coming up that everyone is welcome to attend are March 20th at 7 p.m. Zane Satre from KCCI will be speaking on severe weather month and at 11:30 a.m. on March 29th is a lunch and learn. Administrator Clausen spoke to council about our animal welfare license audit. Currently our kennels are not up to standards to hold any animals and we need an annual vet inspection. We would need new kennels and to coat the cement floors if we plan to keep the license. We contract with the Boone Humane Society and don’t need this license unless we house animals. Chief Bailey noted that they would take animals to Boone as needed. Chief Bailey gave a report on his first month as Police Chief. He has created a Facebook page for the police department which can be utilized for weather related announcements, press releases and educational posts. He is making regular stops in our schools which provides another layer of security to our district and enhances community relations through students and staff. He has been working on educating the public on scam reports. He has also implemented a new schedule for the department.
Mayor Mark Trueblood asked if there were any questions or items to be removed from the Consent Agenda. Liston made a motion, Ohlson seconded to approve the following items on the Consent Agenda: 1) Regular meeting minutes of Tuesday, February 7th, 2023. 2) Treasurer’s Report for February 2023. 3) Claims List from February 4th, 2023 through March 3rd, 2023. 4) Resolution No. 202303-559 – A resolution to approve wage adjustments for city employees for FY 2023-2024. 5) Drug Free Class of 2023 Proclamation. 6) Approve Boone County Communications Agreement.

Scott Renaud of Renaud Engineering spoke to the council about the Howe school project. He is working on the proposed plat for All Iowa Homes. He presented the layout to council. Scott had questions regarding sidewalks, street material, curb and gutter, hammerhead design for fire trucks, snow removal and roll down curb. He received some feedback from council and will continue working on the plat.
Public hearing at 6:15 p.m. for the proposed FY24 budget was tabled due to new state updates regarding the budget.
Motion by Liston, second by Weber to set the public hearing date and time for the FY24 budget to April 11th, 2023 at 6:15 p.m.

Shannon Safley updated the council on plans for Ogden Fun Days. Date is set for June 23-24, 2023. There are new people involved this year but many volunteers are still needed. She thanked the city for their support.
Hans Boehm gave an updated report on insurance costs.
Kris Blocker, Boone County Tourism, supplied council with Boone County magazines and information on tourism. She spoke of all the attractions right here in Boone County and her involvement and work to bring people here. She too thanked the council for their continued support.
Mayor Trueblood thanked the fire department, EMS, and police for their services with a recent house fire within the city. He thanked them for their service to our community.
Council Member Comments – Margaret Liston stated she has given much thought to the chicken issue. She would like the council to review an Urban Chicken Ordinance. Jason Weber spoke about the Ogden food pantry. Just wanted to remind people to lend a hand when they can.
