Minutes for February 7, 2023

The Ogden City Council met in Regular Session on Tuesday, February 7th, 2023, at 6:00 p.m. Mayor Mark Trueblood presided. Members present were Councilman Jason Weber, Councilman David Ohlson, Councilman Brian Reimers, Councilwoman Lori Anderson and Councilwoman Margaret Liston. City staff present were City Administrator Emily Clausen, City Clerk Melanie Olesen, Wastewater Superintendent Chad Thede, Police Chief Ethan Bailey, Officer Tony Jones and City Attorney Lee Johnson. Absent: None. Additional attendees present were Jim Turbes and 14 guests.

 

Reimers made a motion, Weber seconded to approve the agenda as presented.

Department reports were presented. A recreation report was presented for Jessica Christensen noting how many children participated in sports programs. She has been in discussions with the Central Iowa Rec League finding out how their programs are scheduled, etc. Everything is running well at the library.

 

Mayor Mark Trueblood asked if there were any questions or items to be removed from the Consent Agenda. Anderson made a motion, Liston seconded to approve the following items on the Consent Agenda: 1) Regular meeting minutes of Tuesday, January 10th and special meeting minutes of January 25th, 2023. 2) Treasurer’s Report for January 2023. 3) Claims List from January 7th, 2023, through February 3rd, 2023.

Motion by Ohlson, second by Anderson to approve the low bid for sludge hauling to Behle Inc. of Ames. Two bids were received, Synagro Central LLC of .119 and Behle Inc. of .077

Mayor Trueblood closed the regular meeting at 6:15 p.m. to open the public hearing on the proposed maximum property tax dollars to certify for levys. No public comment.

 

Mayor Trueblood closed the public hearing and entered back into regular session at 6:17 p.m.

 

Motion by Anderson, second by Weber to approve Resolution 202302-558 establishing proposed maximum property tax dollars to certify for levy.

Weber made a motion, seconded by Ohlson to set a public hearing for the proposed 2023/2024 budget for Tuesday, March 7th, 2023 at 6:15 p.m. Ayes:

All Present, Motion Carried.

 

Mayor Mark Trueblood swore in new Police Chief Ethan Bailey. There were several friends and family in attendance to show their support of Chief Bailey.

 

Chris Hayes from Boone County Emergency Management updated the council on projects that are happening within the department. Outdoor warning sirens are being upgraded and they will begin looking for vendors. Emergency Management will be picking up the costs for this. They are looking for funding for a new trailer that could be used by all of our communities. It will house 4-6 workstations, have wi-fi, etc. They are also beginning to rework the search and rescue unit. They may move some equipment to the local fire departments to make it more readily available when needed. They will be doing water and ice rescue training. They are also working on school safety grants, hazmat and emergency management plans.

 

Sarah Dvorsky from Ames Economic Development team presented copies of the strategic plan and was available for any questions on the plan. Motion by Liston, second by Anderson to approve the final 2023-2026 strategic plan.

Motion by Ohlson, second by Weber to approve the Glenwood Cemetery mowing bid from Mike Frazier.

Mayor Trueblood thanked the city staff for the excellent job of snow removal this year.

 

Council Member Comments – Jason Weber talked about his concerns on downtown traffic and speeding. He was nearly hit getting his mail by someone speeding in to town. He is concerned about the downtown area and would like the council to consider stop signs on West Walnut. Dave Ohlson noted that it is hard to see westbound traffic at SW 3rd and W. Walnut. Brian Reimers spoke about the Boone County Endowment now having a disaster fund. These dollars could be used anywhere in the county. Individuals can apply for these funds in case of fire, tornado, etc. Anyone is also welcome to contribute to the fund. Lori Anderson updated the council on Legacy. They have done their strategic plan and it aligns well with the city plan.

 

 

Public Comment – Dave Huntley mentioned RAGBRAI will be announcing their route for pass through towns soon. Janan Swanson apologized for not making it to the work session meeting.
