STATEMENT OF COUNCIL PROCEEDINGS

OCTOBER 11, 2022

The Ogden City Council met in Regular Session on October 11th, 2022, at 7:00 p.m. Mark Trueblood presided. Members present were Councilman Jason Weber, Councilman David Ohlson, Councilman Brian Reimers, Councilwoman Lori Anderson and Councilwoman Margaret Liston. City staff present were City Administrator Emily Clausen, City Clerk Melanie Olesen and City Attorney Lee Johnson. Absent: None. Additional attendees present were Jim Turbes from KWBG and 14 guests.

 

Ohlson made a motion, Anderson seconded to approve the agenda as presented.

Ayes: All Present, Motion Carried.

 

Department reports were presented. The Iowa City Ghost Hunters will be at the Leonard A. Good Library on October 14th at 7 p.m. It is a free educational and informational event.

 

Mayor Mark Trueblood asked if there were any questions or items to be removed from the Consent Agenda. Reimers made a motion, Liston seconded to approve the following items on the Consent Agenda: 1) Work Session with school board of Monday, September 12th, regular meeting minutes of Tuesday, September 13th, 2022 and special meeting minutes of September 22, 2022. 2) Treasurer’s Report for September 2022. 3) Claims list from September 10th, 2022 through October 7th, 2022. 4) Alcohol license for Fareway Stores Inc. 5) Cigarette permit for Fareway Stores Inc. 6) Building permit for a 22×25 garage at 962 N. 1st St.” 7) Tax abatement application for residential rehab at 501 W. Division St. 8) FY22 Audit report from Houston & Seeman. 9) Volunteer First Responder recommendation of Marissa Erickson.

Jo Eigsti, Supervisor of YSS Ogden Kids Club spoke to the council about the program. They are participating in the Lights On After School program. Currently 25 kids are enrolled at Kids Club and they are approved for 40. They are open before and after school and during all school breaks. The program is for K-6th grade students and is on a sliding fee scale. You can find out more information at YSS.org. She also inquired about trunk or treat. They want to participate in the event. Currently, there was no information available about trunk or treat.

 

Andrew Collings, Lucas Young and Greg Piklapp spoke to the council about what a housing study would look like and why a community would have a study done. They proposed to have the study done by the end of the year. This will be done as a partnership with Ogden Legacy. Motion by Reimers, second by Weber to approve the housing study to be done by Des Moines Area Metropolitan Planning Organization.

Mayor Trueblood noted that the new engine brake signs are up. They are larger signs than in the past.

 

Council Comments: Brian Reimers asked what the status is of the property west of the post office. They are in the process of obtaining a business variance. Lori Anderson asked about the water main break on 1st and Division. Margaret Liston stated the community garden is done for the season and it was a good year with lots of produce. Emily Clausen updated council on monthly train whistle reports and a damaged sidewalk by the railroad crews. A railroad representative replied and was helpful. Emily also updated council on a complaint of chickens and what had been done to this point.

 

Public Comments: Kari Sanculi spoke to council about her chickens, they are all named and come when called and are her family. She would like to keep them. She thinks her neighbor is being petty. She would like to be on the agenda in November and have the council take action on the issue. She wants the code changed so that people can have chickens. Betty Brockett stated she was told 14 years ago by the clerk that there was a code against chickens but that she could still have them but no roosters. She feels anyone should be allowed livestock on their property. She also asked what we can do about Casey’s. Leda Burton feels the city should consider accepting small animals for those kids in FFA and 4-H. She knows they could be a nuisance but it could be controlled.

 

Motion by Weber, seconded by Ohlson to adjourn at 7:53 p.m.
