STATEMENT OF COUNCIL PROCEEDINGS
SEPTEMBER 13, 2022
The Ogden City Council met in Regular Session on September 13th, 2022, at 7:00 p.m. Mark Trueblood presided. Members present were Councilman Jason Weber, Councilman David Ohlson, Councilman Brian Reimers, Councilwoman Lori Anderson and Councilwoman Margaret Liston. City staff present were City Administrator Emily Clausen, City Clerk Melanie Olesen, Police Chief Mick Bailey and City Attorney Lee Johnson. Absent: None. Additional attendees present were Jim Turbes from KWBG and 12 guests.
Anderson made a motion, Liston seconded to approve the agenda as presented.

Department reports were presented.
Mayor Mark Trueblood asked if there were any questions or items to be removed from the Consent Agenda. Table FY22 audit report from Houston & Seeman P.C. until October meeting. Liston made a motion, Reimers seconded to approve the following items on the Consent Agenda: 1) Work Session and Regular meeting minutes of Tuesday, August 9th, 2022. 2) Treasurer’s Report for August 2022. 3) Claims list from August 6th, 2022 through September 9th, 2022. 4) Building permit for a 24×32 addition to a garage at 202 W. Division, building permit for a 24×32 garage at 225 SE 4th St., fence permit for a 48” chain link fence at 202 S. 1st St., building permit for a new single family home at 310 NE 4th St., building permit for a garage at 601 W. Adam Good discussed health insurance annual renewal rates and plans. His recommendation is to stay with the current plan. Motion by Anderson, seconded by Weber to continue with the current plan.

Developers Realty Group – Dorrance Brezina spoke to council about the preliminary plat for Ogden Community Acres. There was discussion on lot size, utilities, homes and duplexes, roads (asphalt, concrete and curb/gutter). Motion by Weber, seconded by Anderson to approve the preliminary plat of Ogden Community Acres Plat 1.

Shannon Safley introduced Cole Moeller of Community Recreational Specialists. He spoke to the council about a splash pad that the CHEERS group had discussed with him. This system is a flow thru system that uses 121 gallons of water a minute that has 12 features. It is 3,500 sq. ft. with a 2,500 sq. ft. wet area. The life span of the features is 25 years and 10-12 years for the controllers. The cost of the equipment is $117,000 and an additional $180,000 for concrete and installation and labor for a total of $300,000 to complete. Shannon will get some photos to share with the council.
Ogden Rural Fire Board township trustees’ recommendation is to leave the millage rate as is at .505/1000 and continue with same percentages as last year.
Mayor Trueblood noted that the tree removal is nearly complete. The tree company should be finished this week.
Council Comments: Brian Reimers would like to recognize our police, fire and first responders. He would like to continue sending notices regarding nuisance properties. If someone needs assistance cleaning up properties, he would help to get that done. Margaret Liston and Lori Anderson have an account set up for the Ogden Community Garden. They are yielding lots of veggies and have some great help at the garden. Thank you to Margaret and Gerald for the great setup and garden space!
Public Comments: Jason Miller has been working from home and has complaints about the constant use of engine brakes and lack of enforcement. He would like to see more signage and have the law enforced. His other concern is those that speed out of town leaving Casey’s. Administrator to get with Street Superintendent on ordering new signs. Dorine Bloomberg thanked all city employees. She then spoke about a couple instances recently of being attacked by dogs while walking. She wants to know if people are being cited for allowing this to happen. Individuals can be cited for allowing their pets to run at large.
