STATEMENT OF COUNCIL PROCEEDINGS

AUGUST 9, 2022

The Ogden City Council met in a Work Session on August 9th, 2022, at 5:00 p.m. Mayor Mark Trueblood presided. Members present were Councilman David Ohlson, Councilman Brian Reimers and Councilwoman Lori Anderson. City staff present were City Administrator Emily Clausen and City Clerk Melanie Olesen. Absent: Councilman Jason Weber and Councilwoman Margaret Liston. Additional attendees present were Brenda Dryer with Ames Chamber of Commerce and Economic Development and Pete Bergstrom.

 

Reimers made a motion, Ohlson seconded to approve the agenda as presented.

Brenda Dryer led the council with some updates on housing numbers, discussing long term strategy for the park property and creating partnerships for some joint strategic planning. There was much discussion on the Howe school property, and new housing in various other locations in town. There’s an opportunity for some rental units that seems to be a good fit for Ogden. Council would like to meet with the school board to discuss future plans and possible partnership for sports/facilities.

 

Pete Bergstrom spoke briefly to the council on the school selling the former Howe School grounds. Their preference will be given to those who intend to reuse the property for housing units. They hope to see single family homes at this location. Brenda Dryer will have some discussion and communication with the school and council and propose they meet for some strategic planning at a future date.

 

The splash pad that the Cheers group has been looking at was discussed as there is some grant monies that could possibly be utilized for the project. The grant is the Iowa Rural Enrichment Grant and aims to support small quality of life projects that will create meaningful results in rural communities. The deadline is September 1st. This $20,000 grant would require a $10,000 match.

 

Motion by Anderson, seconded by Ohlson to adjourn at 6:50 p.m.

The Ogden City Council met in Regular Session on August 9th, 2022, at 7:00 p.m. Mark Trueblood presided. Members present were Councilman David Ohlson, Councilman Brian Reimers and Councilwoman Lori Anderson. City staff present were City Administrator Emily Clausen, City Clerk Melanie Olesen, Police Chief Mick Bailey, Library Director Lori Reutter and City Attorney Lee Johnson. Absent: Councilman Jason Weber and Councilwoman Margaret Liston. Additional attendees present were Jim Turbes from KWBG, Lynn Porter from Black Hills Energy and three guests.

 

Anderson made a motion, Ohlson seconded to approve the agenda as presented.

Department reports were presented. Lori Reutter gave an update on library attendance numbers and was happy to report successful programs and a great summer. Mick spoke about some issues that were presented with the food truck and neighbors. He reminded people to lock your cars and homes up. Don’t leave valuables in your vehicles.

 

Mayor Mark Trueblood asked if there were any questions or items to be removed from the Consent Agenda. Reimers made a motion, Anderson seconded to approve the following items on the Consent Agenda: 1) Regular meeting minutes of Tuesday, July 12th, 2022. 2) Treasurer’s Report for July 2022. 3) Claims list from July 9th, 2022, through August 5th, 2022. 4) Building permit for a roof over a deck at 408 E Division St. 5) Debt Obligations Report. 6) Tax abatement application for residential rehab at 208 SE 2nd St.

Motion by Ohlson, seconded by Anderson to approve second reading and waive third and final reading of Ordinance No. 268 amending the code of ordinances of the City of Ogden, Iowa, 1996 by amending provisions to the Library Board of Trustees.

Lynn Porter from Black Hills Energy spoke to the council about the natural gas fire safety demonstration training that Black Hills will be hosting on September 13th. They pick two sites in the state and Ogden was one selected this year. Other small departments from the area were invited to this training. They will have a dinner and then get hands-on training. She invited the councilmembers and mayor to attend the dinner and watch the training.

 

Paul Jackson, 202 S. First St. had applied for a fence permit that the city administrator wanted the council’s decision to approve or deny. The code does not specifically state the type of fence only height when it comes to setbacks on a corner lot.

 

Motion by Anderson, second by Ohlson to approve the fence permit for Paul Jackson at 202 S. First St.

Ayes: Anderson, Ohlson. Nays: Reimers. Motion Carried.

 

The council had a lot of discussion about a splash pad and a Rural Development grant during the work session. The council agrees to applying for the Iowa Rural Enrichment Grant for $20,000 with a match by the City and Legacy of $5,000 each. The council is not approving a splash pad only the opportunity to apply for this grant as the deadline is September 1st. The council has not had any detailed information on cost, maintenance, location, design, etc. Shannon Safley and Cole Moeller will be at the September meeting to give a presentation on a splash pad.

 

Motion by Reimers, second by Anderson to approve applying for the Iowa Rural Enrichment Grant and committing a match up to $5,000 to also be matched by Ogden Legacy. This motion includes authorizing Mayor Trueblood to approve a letter of support for the grant application and a resolution to approve applying for the grant.
