STATEMENT OF COUNCIL PROCEEDINGS
JULY 12, 2022
The Ogden City Council met in Regular Session on Tuesday, July 12th, 2022, at 7:00 p.m. Mayor Mark Trueblood presided. Members present were Councilman Jason Weber, Councilman David Ohlson, Councilwoman Lori Anderson and Councilwoman Margaret Liston. City staff present were City Administrator Emily Clausen, City Clerk Melanie Olesen, Police Chief Mick Bailey and Library Director Lori Reutter. Absent: Councilman Brian Reimers. Additional attendees present were Jim Turbes from KWBG and three guests.
Liston made a motion, Anderson seconded to approve the agenda as presented.

Department reports were presented. The street sweeper will be coming the week. InRoads should begin road repairs next week around July 20-21. With the recent storm, individuals can take trees to the pile and Dan and Dylan will begin chipping next Monday. Dan is not happy with the patchwork done in front of the new Fareway Store. Josh Halverson will look into this and get back to us. Lori Reutter reported the summer reading program is going great with 205 signed up. Attendance has been good with their recent programs, 579 have attended 8 programs.
Mayor Mark Trueblood asked if there were any questions or items to be removed from the Consent Agenda. Anderson made a motion, Weber seconded to approve the following items on the Consent Agenda: 1) Regular meeting minutes of Tuesday, June 14th, 2022. 2) Treasurer’s Report for June 2022. 3) Claims list from June 11th, 2022, through July 8th, 2022. 4) Alcohol permit for Dollar General. 5) Fence permit for a privacy fence at 619 W. Division St., building permit for a 24×26 garage at Haws Circle Lot 3, fence permit for a chainlink fence at 332 E. Walnut St. 6) Garbage Collector’s License for Garbage Guys. 7) Resolution #202207-544 – “A Resolution to approve a total of $50.00 for special assessment to responsible property in Ogden, Iowa.” 8) Tax abatement application for residential rehab at 313 SW 4th St. and tax abatement application for residential new construction at 708 W. Division St.

Motion by Ohlson, seconded by Weber to approve first reading of Ordinance No. 268 amending the code of ordinances of the City of Ogden, Iowa, 1996 by amending provisions to the Library Board of Trustees.

Mayor Mark Trueblood closed the regular meeting at 7:17 p.m. to open the public hearing on the Usage Variance Request for Matthew and Jennifer Spooner. No public comment.
Mayor Mark Trueblood closed the public hearing and entered back into regular session at 7:19 p.m.
Motion by Weber, second by Ohlson to approve the usage variance request for Matthew and Jennifer Spooner to open a salon in their home at 102 SE Second St.

Developers Realty Group – Tabled until August meeting.
Communication Plan – Anderson suggested this communication plan as a way to help the council stay better informed since they only meet once a month. Administrator Clausen will send out weekly updates on committee meeting notes, department updates, street or railroad closures, any type of activity that may be of need to council.
Mayor Comments: Would like council to begin thinking about where we could find a place to locate a new burn pile.
Councilmember Comments: Ohlson updated council on the Boone County Trails Initiative. Anderson spoke to Norm Hill about the Ogden signage. He did reach out to prison industries and she is waiting on a call back. She would also like to begin some planning work on the Howe property. Weber has reached out to North Central Turf to see if they could give us a lead or info on the Howe property as well. Liston went with Legacy to Humboldt to see the Soyland Homes and was impressed with them. She does believe one has been sold in Ogden. The garden is looking good and she would use some of the wood chips. Clausen shared a letter from Mike Wagner on the need for handicap parking spaces at Water’s Edge Church. Council does not have a problem with them blocking off areas themselves on Sunday or if we designate more areas on the west side as handicap.
Public Comment. Dave Huntley did have some complaints about fireworks over the fourth of July. Does not think we get the word out enough that they are not allowed in Ogden. He believes the local department should also be working over the holiday. He thanked the city for the clean up with the trees due to the recent storm.
