STATEMENT OF COUNCIL PROCEEDINGS

August 10th, 2021

The Ogden City Council met in Regular Session on Tuesday, August 10th, 2021, at 7:00 p.m. electronically via conference call at the following phone number: 978-990-5000, access code 413743 and was available to the public to attend in person. This meeting was conducted electronically due to federal and state government recommendations in response to COVID-19 pandemic conditions, pursuant to Governor Reynolds’ Proclamation of Disaster Emergency dated March 19, 2020. Mayor Denny Good presided. Members present were Councilman Jason Weber, Councilman Brian Reimers, Councilman David Ohlson, Councilwoman Lori Anderson and Councilwoman Margaret Liston. City staff present were City Administrator Emily Clausen, City Clerk Melanie Olesen, Police Chief Mick Bailey, Library Director Lori Reutter and City Attorney Lee Johnson. Additional attendees present were 5 guests.

 

Liston made a motion, Anderson seconded to approve the agenda as presented.

Department reports were presented. Mayor Good reported for the streets department that milling was being done now and resurfacing would begin Thursday. Tree removal of diseased trees has begun as well. Police Chief Bailey reported on some complaints regarding 307 E. Division and SW 7th Street, Locust Street trailer is being cleaned up, and Chapline property is being cleaned up also. Library Director Lori Reutter updated council on the summer reading program. They had a great kickoff and ended with a pool party and pizza. Kara Kruse has been doing a great job and has been working on the website.

 

Mayor Good asked if there were any questions or items to be removed from the Consent Agenda. Reimers made a motion, Ohlson seconded to approve the following items on the Consent Agenda: 1) Regular meeting minutes of Tuesday, July 13th, 2021. 2) Treasurer’s Report for July 2021. 3) Claims List from July 10th, 2021, through August 6th, 2021. 4) Building permit for a 24×36 garage at 202 SW 8th Street for Brad Mueggenberg. 5) Garbage collectors license for Garbage Guys, Cambridge. 6) Debt Obligations Report. 7) Renew contract with Tyler Technologies for 12/1/2021 to 11/30/2022 at a cost of $4,921.35

Motion by Anderson, second by Liston to approve the second reading and waive the third and final reading of Ordinance No. 266 amending provisions pertaining to floodplain management.

Matt VanSickle updated the council on Ogden Legacy’s conversations with Soyland Homes. Soyland Homes would like to build up to six new first time buyer homes in Ogden. Soyland has provided a proposal to Ogden Legacy. That proposal would include the City of Ogden selling some vacant lots to Ogden Legacy. After much discussion the council agreed to partner with Legacy and begin the process of selling real estate.

 

Mayor Good closed the regular meeting at 7:35 p.m. to open the public hearing on the proposal to issue revenue bonds or notes in an aggregate principal amount not to exceed $6,000,000, and to loan said amount to Eastern Star Masonic Home. Cris Kuhn of Dorsey and Whitney answered several questions asked by Council. John Bunz of Ahlers and Cooney, representing the City of Ogden, has no concerns with the proceedings.

 

Mayor Good closed the public hearing and entered back into regular session at 7:45 p.m.

 

Motion by Weber, second by Liston to approve Resolution No. 202108-519 – “A Resolution authorizing and providing for the issuance of not to exceed $6,000,000 aggregate principal amount of revenue notes, series 2021 on behalf of Eastern Star Masonic Home and approval of loan documents.

Rick Colby of Eastern Star Masonic Homes thanked the council for their support of helping them to complete their projects. He updated the council on their elderly housing units and how that too can benefit the city of Ogden’s housing issues. He made several positive comments about the Ogden community.

 

Garbage Collection Ordinance – The council would like to follow the current garbage collection code. Council would like the administrator to research other city codes and rates.

 

Councilmember Comments – Jason Weber commented on a situation with a building permit and his concerns on the handling of it. Margaret Liston updated council on the community garden. Having an issues with bugs but still getting vegetables out to people. The soaker hoses have made a big difference with water consumption. Lori Anderson attended the school board meeting due to residents concerns on the demolition of Howe School. Lori has been in contact with the sign company in regard to the west side sign. She will continue to work on getting the sign fixed. Administrator has a quote on a hoop building waiting for information on size. No information is available yet on the city buildings damage from the hailstorm.
