STATEMENT OF COUNCIL PROCEEDINGS 

SEPTEMBER 12, 2017

 

The Ogden City Council met in Regular Session on Tuesday, September 12, 2017 at 7:00 p.m. in the City Hall Council Chambers. Mayor Denny Good presided. Members present were Councilman Dave Ohlson, Councilman Brian Reimers, Councilwoman Lori Anderson and Councilwoman Margaret Liston. Councilman Sean Thompson was absent.  City staff present were City Administrator Emily Clausen, City Clerk Melanie Elbert, Police Chief Mick Bailey, Sewer Superintendent Chad Thede and Library Director Lori Reutter. Additional attendees present were LaVerne Lingren and Dan Schall representing the Rural Fire Board, Adam Good representing Investment Centers of America, Craig Christensen representing Youth Rec Advisory Board, and nine guests.

 

Anderson made a motion, Liston seconded, to approve the Regular Meeting minutes of Tuesday, August 8, 2017.

Reimers made a motion, Ohlson seconded, to approve the August Treasurer’s report.

Approved permits were presented to the council for review. There were two permits approved in the month of August. One for a fence (Michael Schmidt) and one for a garage (Chad Westberg).

 

Department Reports were presented. Administrator Clausen asked the council if they want to again participate in the CDBG Housing Rehabilitation Fund.  Council would like to proceed with the fund. We may be able to use the surveys that were done for the treatment plant. Chad reported on September 20th at 2:00 pm contractors can come and visit the sewer plant and ask questions. Chad also suggested upgrades/recommendations to some city codes regarding permits. He would like those that approve permits to get together and make recommendations. Lori Reutter reported that Karen Brandt will be leaving the library. They are having a going away party for her on Friday September 15th from 1-5 pm. Library is now looking for a part time person to fill her position. Denny reported we need to look at sidewalks further due to an incident in Mick’s report.

 

No comments were made under public comment.

 

Mayor Good closed the regular meeting at 7:29 pm to open the annual rural fire association board meeting. Unfortunately, there were not enough trustees in attendance to conduct the meeting. Clerk to send notices to trustees inviting them back to the November 14, 2017 Council meeting.

 

Mayor Good closed the fire association meeting and entered back into regular session at 7:35 pm.

 

Adam Good updated the council on insurance. Rates are only up .20%. Reimers made a motion, Ohlson seconded, to approve with the same insurance plan as previous years.

Craig Christensen spoke on behalf of a group of citizens who would like to see the recreation department returned to the City. Christensen provided the council with a mission statement and vision along with structure for a rec department. He also put together an eleven-person advisory board and a job description for a director. This group would like to see the program brought back to life and still be ran by the City. Ogden Legacy has earmarked $5,000 to help start up the program. After much discussion Reimers made a motion, and Ohlson seconded, to approve the concept of the proposed rec program. The council and board will continue to communicate to get the program running.

Liston made a motion, Anderson seconded, to set Friday, October 6, 2017 as the bid date for the wastewater treatment facility activated sludge program and a public hearing for Tuesday, October 10th, 2017 at 7:00 p.m. in the Ogden City Council Chambers.

Ayes: All Present, Motion Carried.

 

Anderson made a motion, Liston seconded, to approve the remaining balance of $1,975 to be given to HIRTA for public transportation. Boone County Transportation is no longer in service and had returned our annual contribution less their fees for the pool bus.

Reimers made a motion, Ohlson seconded, to approve the first reading of Ordinance No. 244 – An ordinance amending the code of ordinances of the City of Ogden, Iowa, 1996, by amending provision pertaining to open burning restrictions.”

Ayes: All Present, Motion Carried.

 

Liston made a motion, Ohlson seconded, to approve the first reading of Ordinance No. 245 – An ordinance amending the code of ordinances of the City of Ogden, Iowa, 1996, by adding a new paragraph pertaining to special civil penalties for opening burning.

Ayes: All Present, Motion Carried.

 

Ohlson made a motion, Anderson seconded, to approve the first reading of Ordinance No. 246 – An ordinance amending the code of ordinances of the City of Ogden, Iowa, 1996, by repealing a portion of Chapter 1, Section 10 pertaining to imprisonment.

Ayes: All Present, Motion Carried.

 

Reimers made a motion, Ohlson seconded, to approve the first reading of Ordinance No. 247 – An ordinance amending the code of ordinances of the City of Ogden, Iowa, 1996, by amending provisions pertaining to cigarette and tobacco permits.

Ayes: All Present, Motion Carried.

 

Reimers made a motion, Anderson seconded, to approve the first reading of Ordinance No. 248 – An ordinance amending the code of ordinances of the City of Ogden, Iowa, 1996, amending provisions pertaining to all-terrain vehicles and snowmobiles.

Ayes: All Present, Motion Carried.

 

Council discussed the storage units at 244 Haws Drive now owned by Roche Street Investments LLC. It was brought to the attention of Police Chief Mick Bailey that they had begun to have outside storage at the property. Mick spoke to the owner and she stated its her property and she can do as she chooses. The original business variance did not include outside storage. Lee Johnson will draft a letter to the owner stating no outdoor storage is allowed.

 

Jason Taylor was not in attendance. Council had no discussion on this agenda item.

 

Anderson made a motion, Liston seconded, to set October 31st from 5 to 7 pm for Beggar’s Night.
