STATEMENT OF COUNCIL PROCEEDINGS

January 10, 2017

The Ogden City Council met in Regular Session on Tuesday, January 10, 2017 at 7:00 p.m. in the City Hall Council Chambers. Mayor Denny Good presided. Members present were Councilman Dave Ohlson, Councilman Sean Thompson, Councilman Brian Reimers, Councilwoman Lori Anderson, and Councilwoman Margaret Liston. City staff present were City Administrator Jane Zahasky, City Clerk Melanie Elbert, Police Chief Mick Bailey, Street Superintendent Dan Buzzell, and Sewer Superintendent Chad Thede. Additional attendees present were YSS representative Tina Palmer, Pat Carson, and Rick Hunsaker Executive Director of Region XII Council of Governments.

Under Department Reports, Street Superintendent Buzzell informed Council that his brine pump went out that day during the treatment of the roads with the ice and he will be looking into whether he will repair or replace the unit right away. Police Chief Mick Bailey reported that the police department is currently down one squad car as Officer Benjamin’s car is in the repair shop due to a recent accident. Officer Benjamin was not at fault for the accident but the City of Ogden’s insurance will be paying for the damages as the individual at fault did not have insurance.

Reimers moved, Ohlson seconded, to approve a new Fireman, Paul Morgan, as recommended by Fire Chief Rick Sturtz. Ayes: All Present, Motion Carried.

 

Tina Palmer, Coordinator YSS of Boone County, extended a thank you to the Council for the City of Ogden’s past support of YSS. She stated that YSS of Boone County appreciates the ongoing support and commitment from the City of Ogden to youth and their families. YSS of Boone County offers a variety of services beneficial to the growth and support of youth, families, and the community. Community members are provided convenient access to services within the schools, as well as family support in the home. Community youth are provided prevention and education services through a variety of programs, including Kids Club, Mentoring, and classroom-based prevention curricula. YSS outreach efforts to the community also works to provide education and information. These efforts work to equip community members with factual information and resources that they can use to promote healthy lifestyle choices among their peers and family members. YSS partnership with Ogden Community School District personnel, Ogden Police Department, medical professionals, community leaders, and other human service providers assist in making services available to meet the needs of families in Ogden. Continued financial support for the programs and services that are supplied to the Ogden Community at YSS of Boone County is vital for fiscal year 2017-2018. The YSS of Boone Count Community Advisory Board and the YSS Board of Directors are requesting financial support in the amount of $3000.00 from the City of Ogden for fiscal year 17-18. This request will be added to the upcoming budget discussions.

 

Pat Carson, Chairman of Glenwood Cemetery Board, provided the Council with an update on money received from the Leonard A. Good Trust in the amount of $5,300.00 that will fund the initial startup of the cemetery GIS mapping project. He also would like the Council to consider funding for projects that will need to be done at the cemetery in upcoming budget discussions. He stated that the ground was tilled up this fall in the new addition and this will need to be seeded this spring. A rough estimate of $3,000 to seed the ground was provided. He would also like the Council to consider that a gravel road will need to be placed in the cemetery for the new addition. After a few years, a permanent roadway will need to be constructed but a gravel road will suffice for now. In addition, the new land needs to be surveyed and marked out for new plots to sell. These requests will be added to the upcoming budget discussions.

 

Rick Hunsaker, Executive Director of Region XII Council of Governments presented on associate memberships within the Region XII Council of Governments. Region XII COG was founded by a 28E agreement in 1973 by 6 counties. Their current membership includes 6 counties covering 56 cities (+5 associate member cities). The main office is located in Carroll and consists of 3 departments. These departments offer local assistance, transit and workforce support to the region. Region XII COG is funded by general support (city, county and state funds) and contracted (local, private, state and federal programing). They provide various services to governments including but not limited to: grant writing, comprehensive plans, strategic plans, codes of ordinances, subdivisions, nuisance abatement, hazard mitigation plans, grant administration, workshops, program/project research and technical assistance, annexation assistance, zoning, census information, TIF/Urban Renewal plans, lead-based paint inspections, housing needs assessments, city managers meetings, newsletter/funding updates, traffic counting and reflectivity surveys. Along with services provided to the governments they also offer services to the people of those governments including homeownership counseling, housing down-payment assistance, housing rehabilitation loans and grants, and Iowa Waste Exchange. Mr. Hunsaker discussed examples of Region XII participation with Perry’s Housing Needs Assessment, Bayard City Code project, US 30 Coalition, Ralston Water CDBG, and Greene Co Cities Safety Ordinances. If Ogden is interested in becoming an associate member, we would receive all services not driven by boundaries (i.e. public transit and business loans). The dues of $1.275 per capita for Ogden’s population would be $2,606.10 for FY2018 and would be able to be renewed annually each July 1st. We would not be able to hold a Board seat although we can attend Board meetings as associate members. Members of the Legacy Housing Committee spoke on behalf of Region XII services and success in helping cities from their previous experiences with other communities. Dues will be considered and added to the upcoming budget discussions.

 

The Annual Report for the Leonard Good Library will be tabled until the February Council Meeting as Library Director, Lori Reutter was unable to attend this meeting.

 

Reimers moved, Thompson seconded, to approve Resolution 419 – A Resolution to Establish Regular Council Meetings. This resolution designates official regular Council Meeting times on the second Tuesday of each month at 7:00 pm at Ogden City Hall. Ayes: All Present, Motion Carried.

 

Following the approval of Resolution 419, a calendar of dates was presented to the council for review. The 2017 Council Meeting Schedule will be as follows: January 10, February 14, March 14, April 11, May 9, June 13, July 11, August 8, September 12, October 10, November 14 and December 12. Councilwoman Anderson stated that she will be absent from the February meeting due to conflicting schedules.

 

Reimers moved, Anderson seconded, to approve the first reading of Ordinance No. 242-An ordinance amending the code of ordinances of the City of Ogden, Iowa, 2009, by amending provisions pertaining to sewer rental rates. This ordinance was on the December 2016 agenda as a first reading as well but a mathematical error was found in the document causing a correction to be made, thus making this a first reading again.

Ohlson moved, Anderson seconded, to approve the Leonard Good Community Center and the City Maintenance Shed as Emergency Shelters for the Red Cross should the need arise. Ayes: All Present, Motion Carried.

 

Resolution 420 – A Resolution to Establish Official Depositaries & Maximum Balance will be tabled until the February Council Meeting due to a request from Council for more specific information to be included on resolution.

City Administrator Jane Zahasky presented findings from a recent technology assessment conducted by Access Systems. Access Systems conducted an on-site analysis of the City’s current network, server infrastructure, security, and computers to gauge where we are at and in what direction we need to move towards. Numerous observations were found during this assessment.

Network Switch and Wiring: The router that is in operation at City Hall is geared more towards a home-based user as opposed to a business. The wiring throughout the office needs to be better organized, managed, labeled and documented. The recommendation was made to upgrade to switches with Gigabit speeds and ample ports to support all expected network devices in the future and that cable management should be implemented to route wires safely and cleanly.

Wireless Access: A Netgear N300 router is providing wireless networking at City Hall. The AP is secured using a strong passcode but this is used by non-city employees. Police data can be accessed from the wireless. The recommendation was made that if wireless access is utilized, it be with properly managed devices and security. Broadcast of the network should be locked down and the strongest encryption should be used. Wireless devices should be restricted to internet only or a tightened view of the network. This is useful for spate private and guest networks.

Computer Hardware: Most city and library computers are under warranty thru the end of 2017 and into 2018. A Windows XP computer was noted on the network which presents a security risk due to XP is no longer supported by Microsoft and with that the lack of available updates presents the security risk. The PC Operating Systems are not the professional edition preventing the PC’s from joining a Windows Domain. It was recommended to upgrade the operating systems to the Professional Edition to properly join the company Domain and other security features.

Line of Business Apps: Microsoft Office Versions 2010, 2013, 2016 and Office 365 were all observed to be in use throughout the City. It is recommended to upgrade to Microsoft Office version 2016 to allow for easier file sharing capabilities. Staying current with the support plans for all line of business applications keeps your software up to date and helps minimize problems due to compatibility. Access Systems can work with software vendors to troubleshoot issues and determine future needs minimizing the amount of time spent with vendor support.

Company Data: The City does not use shared folders for user-generated business data. This creates the risk of data duplication, a lack of version controls, and is more difficult to back up.   It is recommended that the users be trained to save data to personal folders on a server to prevent data loss if PC fails. A periodic review of folder permissions to ensure only authorized users may access sensitive data is needed as well.

Server Hardware: The City is currently not utilizing a server. This makes the management of users and their PCs difficult and limits the management of backups and software updates as well. Server operating systems have extra security capabilities designed to prevent network intrusions. It is Access’s recommendation to install a new server.

Active Directory: The City does not have a Windows Domain. Servers and workstations are better secured through password and software policies when operating in a domain environment. Access Systems would develop a secure client/server domain environment that is both functional for users and meets industry standards.

Email: The City currently utilizes Outlook clients connected to a 3rd party mail host for e-mail services. Access recommends migrating the City to Microsoft’s Exchange 360 Online for email and they can administer this cloud solution.

Backup & D.R.: No user data is backed up correctly. This puts the City at risk with respect to the tine in which they can fully recover in the event of a disaster. The recommendation is to implement a backup solution that accounts for weekly full backups and incremental backups throughout the week. It is also noted that a battery backup system be installed to any computer that houses critical data.

General Security: No enforced password policies are enabled on the network. The IT Vendor supporting the Library is using the same admin password that is used by other customers. Computers do not have a lockout policy allowing unlimited attempts to access company data. A password policy should be enforced on the network requiring strong passwords that be changed regularly. Also, a lockout policy to help prevent brute force password attacks should be created.

Antivirus: The City currently has a mixed environment for anti-virus protection. None of the anti-virus software is managed. Access recommends a managed antivirus solution be implemented using leading practices on the network, configured properly and monitored.

Firewall & Intrusion Prevention: The Netgear router at City Hall lacks packet inspection capabilities and presents a risk of intrusion. The sewer plant computer is directly connected to the ISP modem and has no network protection. Access recommends implementing SonicWALL firewalls.

The proposed implementation of all items needed would be $13,500.00. The Council requested information regarding the possibility of sharing a server with OMU to reduce costs. Further information will be discussed at future Council meetings as well as at upcoming budget discussions.
