Agenda for April 9, 2024
The Ogden City Council met in Regular Session on Tuesday, April 9th, 2024, at 6:00 p.m. Mayor Mark Trueblood presided. Members present were Councilman Aaron Crane, Councilman David Ohlson, Councilman Brian Reimers, Councilwoman Lori Anderson and Councilwoman Margaret Liston. City staff present were City Administrator Emily Clausen, City Clerk Allison Frazier, Police Chief Ethan Bailey, Wastewater Superintendent Chad Thede and Street Superintendent Dan Buzzell. Additional attendees present were 13 guests.
Reimers made a motion, Ohlson seconded to approve the agenda as presented.

Department reports were presented. Wastewater Superintendent Chad Thede gave some updates of his department. He had a DNR inspection this past week. Chief Bailey applied for a grant for two radar speed signs. He also gave an update on the new squad car being outfitted. Ogden police department will also be hosting a Critical School Response training at the school at the end of the month. Fire Chief Rick Sturtz addressed the importance of looking into ordering new PPE due to increasing cost and delivery dates being months away.
Mayor Mark Trueblood asked if there were any questions or items to be removed from the Consent Agenda. City Administrator Emily Clausen asked to remove the treasurer’s report for March as it has not been finalized. Anderson made a motion, Liston seconded to approve the following items on the Consent Agenda: 1) Regular meeting minutes of Tuesday March 12th, 2024. 2) Claims List from March 9th through April 5th, 2024. 3) Approved a building permit for new county shed at 119 E. Locust St., fence permit for a privacy fence at 719 W. Sycamore, a fence permit for a privacy fence at 202 E. Walnut St. and a building permit for an addition at 702 W. Division St. 4) Accepted the resignation of Dylan Elbert effective April 18th, 2024. 5) Approved volunteer Firefighter Wyatt Carlson. 6) Approved amended MOU with Boone Economic Growth, AEDC, City of Ogden and Ogden Legacy.

A public hearing date and time for the Budget Adoption Hearing was set for April 23rd, 2024 at 6:15 p.m.
A public hearing date for the 2023/2024 Budget Amendment was set for May 14th, 2024 at 6:15 p.m.
Three bids were received for 2024 Street Repairs. Grimes Asphalt and Paving Corporation $163,700, Inroads Asphalt Paving and Materials for $164,672, and Manatts for $165,000. Motion by Liston, second by Ohlson to approve the low bid and award contract to Grimes Asphalt and Paving Corp.

Fort Dodge Asphalt submitted a bid for microsurfacing for $51,287.82. Motion by Liston, second by Ohlson to approve the bid.

Two bids were received for the Walnut Street Demo of 226, 230, and 234 West Walnut Street. Miller Industries for $68,075.73 and Wisecup Trucking for $165,000. Zackery Miller of Miller Industries and Roger Nielsen with August Enterprises were present to answer any questions about the bid. Motion by Reimers, seconded by Liston, to approve the low bid and award contract to Miller Industries.

Howe School Property offer. Motion by Anderson, second by Liston to approve purchasing parcel 088427323387018 from All Iowa Homes for $45,000 and exchanging parcel 088427323387013 for parcel 088427322387018.

Motion by Anderson, second by Liston to approve moving forward with a concept plan for the recreation area with FOX-Strand.

Hans Boehm was in attendance and gave his annual insurance report. Premiums are up 12 percent.
Shannon Safley with Ogden Fun Days reported the theme this year is Red, White, and Fun. They will work to help raise funds for the Veteran’s memorial. Fun days will be held on June 28th and 29th, 2024. Returning to the annual event will be the car show, carnival, parade, fun run 5k, craft/vendor show, and pony rides. Jessica Heaning and Royce Johns will be the scheduled entertainment.
Kris Blocker with Boone County Tourism updated council on tourism. Last year was the best year yet for tourism. Hotel/motel fees reflect that. She thanked the council for their continued support and funding. She highlighted all the new projects coming to Boone County this year.
Mark Tanner with Cherry Ridge Mobile Home Park asked the council for help with a high sewer fee due to an unknown leak at one of his properties. The council unanimously denied Mr. Tanner’s request.
Council Member Comments: Lori Anderson has been in contact with Eagle Sign Co. for bids for the signs on the west side of town and Lincoln Park. She is working with park committee to get seed for Lincoln Prairie Park and plants for park and city hall. The Ogden signs are not currently lit. Administrator to talk to Brandon at OMU about getting them fixed. Brian Reimers stated he would like the administrator to reach out to Madrid and other communities in regards to Safe Building code services.
